O’Fallon proposes issuing $8 million in industrial revenue bonds

O’Fallon has proposed issuing approximately $8 million in industrial revenue bonds to finance an industrial development project.

At its June 27 meeting, the City Council conducted a first reading of a bill, sponsored by Mayor Bill Hennessy, that would authorize the city to issue those bonds, acquire land and build a proposed structure.

In an interview immediately after the meeting, O’Fallon Economic Development Director Patrick McKeehan clarified that Duke Property Management, LLC and Ortho Solutions, LLC doing business as DynaFlex, had requested that the city issue industrial development revenue bonds in a principal amount of approximately $8 million to provide funds to pay the costs of acquiring and constructing an approximately 57,600-square-foot facility on an approximately 11-acre site located on Hawk Ridge Trail.

As part of its request, DynaFlex committed to relocate 130 employees and its existing machinery and equipment into this new headquarters/advanced manufacturing facility and create 15 new “quality jobs” within its first three years of operation in O’Fallon.

“DynaFlex had conducted an extensive site search for their expanding company, and had considered a number of locations across St. Louis and St. Charles counties,” McKeehan said. “As the site search narrowed, O’Fallon economic development staff collaborated with Missouri’s Department of Economic Development to offer DynaFlex the Missouri Works program, a tax credit to induce new job creation at a livable wage standard. The offer required a local match and the City proposed Chapter 100 bonds tied directly to capital investment and job creation, per the city’s incentives policy.  City staff followed that incentive policy by requiring DynaFlex to pay for all legal fees and insurance costs.”

He further clarified that the City is not under any obligation or liability for debt created by the bonds, and all bond payments will be addressed in full through a payment-in-lieu-of-taxes [PILOT] agreement. The Hawk Ridge Trail site currently is vacant with no building improvements and is assessed agriculturally. Last year, the property generated $102.09 in 2018 property taxes for all taxing districts combined.”

Cosmos Corporation to expand headquarters in Missouri

Cosmos Corporation, a pet care manufacturing company, announced plans today to expand its world headquarters. Located in O’Fallon, Missouri, the $25.7 million facility will be the site for all administration, manufacturing and distribution operations, allowing Cosmos to meet a growing demand for natural pet products.

“Cosmos is a faith-driven company that cares deeply about improving the lives of people around the world,” Missouri Governor Mike Parson said. “We are honored that they chose to continue growing and basing their operations here in Missouri.”

Cosmos provides a variety of pet grooming, dental and natural flea and tick products under its TropiClean and Naturel Promise brand lines. The brands are now available at nearly all major retailers, reaching a global audience in 65 countries and including over 150 products.

Originally established by the Kassebaum family as a beauty products distributor in 1980, Cosmos entered the pet grooming industry in 1985 and has had a longstanding presence in Missouri since 1989. The business was created to support the family’s efforts to serve those in need through faith-based mission work.

Cosmos currently employs more than 100 people in the St. Louis area. Increased sales and consistent growth over the past few years has led the company to outgrow its existing facility in Wentzville. The new headquarters will accommodate Cosmos’ current and future growth and create approximately 60 new full-time jobs.

“We are very excited to continue our growth here in Missouri at our new O’Fallon headquarters,” Cosmos CEO Landon Hobson said. “We appreciate the excellent business climate and workforce that the state and St. Louis area has to offer and look forward to bringing even more jobs to the region.”

In addition to being a leader in the pet industry, Cosmos carries out the Kassebuam’s mission to give back and improve lives through its nonprofit organization Gifts of Love, which will be co-located at the new O’Fallon headquarters. A significant portion of TropiClean’s revenue goes directly to Gifts of Love to support the poor, widowed, orphaned and needy.

Through the organization, Cosmos has built a children’s home in Guatemala, feeds over 800 children a day in Haiti, helps provide service dogs for autistic children in the U.S. and supports a horse ranch in Missouri for children in need.

Future job openings at the new headquarters primarily include positions in manufacturing, administration and product management. Cosmos expects to complete construction and being hiring by early 2020.

New craft brewery opens its doors in O’Fallon

Petrichor Brewing is a newly opened brewpub at 7434 Village Center Dr. in O’Fallon in the city’s Boardwalk Marketplace, a small business district in Winghaven.

The brewpub brews and serves American-style craft beers with an emphasis on stouts, porters, blondes, wheat beers and IPAs. The location also carries a selection of local craft beers, cocktails and wine on tap. The menu will include pizzas and other traditional pub fare.

Petrichor Brewing was founded in November 2017 Jonathan Crowell and Michael Crowell. The brothers, both Missouri natives, started brewing together annually to celebrate Jonathan’s birthday. After creating a stout from scratch, they decided to open a craft brewery and chose St. Charles County as the destination. In 2018, Efrain Barreto, Michael’s college roommate, joined the brothers to help purchase the brewery’s 4,000 square-foot Winghaven location.

Michael has been brewing for seven years and serves as Petrichor’s head brewer. Petrichor purchased and installed five 5-barrel brewing tanks, creating enough capacity to brew 25 barrels at any given time.

The location was formerly occupied by a Seamus McDaniel’s from 2003-2010 and by Llywelyn’s Pub from 2011-2018 before its relocation to a new building at the new soccer park at Highway DD and I-64.

What does “petrichor” mean? Oxford English Dictionary defines it as “The pleasant aroma that frequently accompanies the first rain after a period of warm, dry weather.” The brewpub follows that theme with strategically placed dirt-potted plants, including two plants that hang from two large brewing tanks in the glassed-in brewing room.
